The Samaritan Inn Expands Services to Prevent Homelessness and Food Insecurity in Collin County
The Samaritan Inn is proud to announce the expansion of our services to include the grocery-store-style food pantry and emergency assistance programs formerly operated by Community Lifeline Center. This exciting operational alignment creates a unified system of care that helps families before, during, and after experiencing homelessness.
With this expansion, The Samaritan Inn now provides comprehensive prevention and response services—offering shelter, food access, emergency rent and utility assistance, job training, case management, and more. Together, these programs strengthen our ability to meet people earlier in their journey, stabilize families in crisis, and honor the dignity of every person we serve. “This is the bold step Collin County needs. It’s about building the right structure—not just to respond to homelessness, but to prevent it.”
— Jill Scigliano, CEO of The Samaritan Inn

Frequently Asked Questions
Why is this expansion happening now?
The needs in Collin County are rising sharply—particularly for working families at risk of homelessness.
This expansion allows us to:
- Respond more effectively to the homelessness and food insecurity crisis
- Combine our expertise and resources to serve more people, earlier in their journey
- Create a more efficient, impactful nonprofit infrastructure in Collin County
How does this affect staffing?
Community Lifeline Center staff will be invited to apply for open positions within The Samaritan Inn.
What will happen to volunteers?
As the operational alignment takes place, all volunteers from both organizations will be managed and coordinated through The Samaritan Inn’s volunteer system. This ensures consistency, streamlined communication, and alignment with our unified mission. Volunteers will continue supporting both pantry and shelter operations as part of one team.
In the coming months, all current Community Lifeline Volunteers will be asked to complete a background check and an orientation. Samaritan Inn Volunteers will now have new opportunities to volunteer at the Food Pantry. More details will be communicated to volunteers as this transition takes place.
For the present, if you are interested in volunteering at the food pantry, you can sign up for volunteer shifts here.
Will clients be affected during the transition?
Clients will continue to receive services without interruption. Maintaining stability and dignity for those we serve is a top priority.
Both organizations are among only five agencies in Collin County authorized to serve unhoused individuals through the federal Continuum of Care (CAS/HMIS) system, ensuring seamless integration of services and data.
What is The Samaritan Inn and CLC's history?
This is a operational alignment of two trusted local nonprofits that share common roots and values:
- Community Lifeline Center (CLC) has served Collin County for 36 years, helping families in crisis avoid homelessness through food and emergency financial assistance.
- The Samaritan Inn, founded 40 years ago, has become the county’s largest and most comprehensive provider of shelter and transitional housing.
Both organizations were founded in the 1980s by the same McKinney-area churches, born out of a shared commitment to serve neighbors in need. Over the decades, each organization has played a vital role in stabilizing families and individuals facing hardship.
